Executive Director

Jennifer Leggour, Psy.D.

Dr. Jennifer Leggour is an Ocean City and Berlin native, and has been a Clinical Psychologist by trade for the past 20 years.  She graduated from Stephen Decatur High School and obtained her Bachelor of Arts degree in Psychology at Salisbury University.  She then obtained her Doctor of Psychology Degree from Loyola College in Baltimore, after finishing pre- and post- doctoral placements at Kennedy Krieger Institute and Johns Hopkins Hospital.  Dr. Leggour has spent over half of her career at Worcester Youth & Family; first as a clinician, then as Clinical Director.  Since January 2020, she has assumed the role of Executive Director, and truly enjoys giving back to the community.  Dr. Leggour is proud to be part of an amazing agency and support the community where she grew up.

Brian Scarborough

Brian Scarborough has a B.S. in Economics from Allegheny College and has worked in the business and accounting fields for over 40 years. After running his own business for 20 years, Brian retired from private business and joined Worcester Youth and Family in 2015. In addition to his duties as Staff Accountant, he also acts as Business Advisor to the Executive Director. He is happy to serve Worcester County through the programs of WYFCS.

Kate Daub

Kate joined Worcester Youth & Family as the new Communications and Front Office Coordinator in October 2021. Originally from Long Island New York, Kate returned to the Eastern Shore in 2020, having graduated from Salisbury University in 2007 with a Bachelor’s Degree in Communication Arts and a Minor in Marketing Management. She also holds a Master’s Certificate from Colorado State University Global in Healthcare Administration. Prior to WYFCS, Kate worked for over ten years as the Customer Service Manager at Long Island Athletics, and as a Patient Service/Front Office Representative at the TidalHealth and Atlantic General Health Systems in Berlin. Kate is incredibly thankful to be part of the team at Worcester Youth and Family and excited for the opportunity to learn more about the community she is now part of.

Debbie Smullen

Debbie studied Business Administration at Penn State and got her medical billing training at WorWic college. She currently lives in Berlin, has 2 grown children, and has 5 grandsons. Debbie loves giving back to the community where she lives and works. The Insurance and Billing Specialist credentials the clinicians for licensing requirements with insurance companies, keeps insurance contracts up to date and processes billing for counseling services. As a member of the Worcester Youth and Family team, the Insurance and Billing Specialist also works with the marketing team and provides administrative support.

Counseling Team

Caryn Horn, LCMFT, Senior Clinician

Caryn Horn has a Bachelor of Arts in Psychology and Masters of Arts in Clinical, Counseling Psychology, specifically with a concentration/specialty in Marriage and Family Therapy. For over 10 years, Caryn has provided individual, couples and family based therapy with much of her training in Philadelphia, the “home” of family therapy. She functions in an eclectic manner within her therapy sessions, finding it most important to meet each client where they are. Although Caryn works with most populations, her specialty is in couples and families, promoting healthy relationships and attachments. As Senior Clinician, Caryn provides supervision and oversight to the entire clinical team.

Donald Carroll, LCPC

Donald Carroll, LCPC, is a Licensed Clinical Professional Counselor having earned his Master’s Degree in Clinical Mental Health from Walden University. He has several years of experience working with children, teens, adults and families. He is well versed in trauma counseling and has a special interest in play and sand tray therapy for young children. Donny has extensive experience with several diagnoses including ADHD, Autism Spectrum and Mood Disorders. He focuses on the here and now and changing behaviors in the moment. His therapeutic style reflects on the need for growth and seeing tangible results from therapy services.

Jackie Hirsch, LCSW-C

Jackie Hirsch earned her Master of Social Work Degree from Salisbury University. She has experience working with children, adolescents and young adults in group and individual settings. Jackie has experience with family therapy as well. Jackie utilizes a mindfulness based approach and has completed a certificate for Mindfulness Based Stress Reduction for Teens. Jackie’s background experiences include ADHD, Anxiety, Depression, Bipolar Disorder and behavioral problems. While Jackie is open to various ages, her primary population is teenagers.

Kelly Beeseck, LCSW-C

Kelly Beeseck earned her Master of Social Work Degree from Salisbury University. Kelly has experience working with adults in the residential, inpatient and outpatient clinic settings on the Eastern Shore of Maryland. Her specialties include trauma, mood disorders, anxiety disorders and grief. Kelly has post-masters degrees training in trauma informed care, EMDR, Certified Clinical Trauma Professional (CCTP) and Non-Abusive Psychological and Physical Intervention (NAPPI) . She utilizes a relaxation and EMDR based approach while encouraging and supporting the self-determination of clients. Kelly’s primary population is adults while she is open to working with ages 8 years old and older.

Courtney Herring, LCPC

Courtney Herring is a Licensed Clinical Professional Counselor who earned her Master’s in Clinical Psychology, specializing in Clinical Counseling, from Capella University. She has a history of working with children, adolescents, and adults in group and individual settings. Courtney’s background experiences include: autism/developmental disabilities, co-occurring mental health and substance abuse, ODD, depression, anxiety, trauma and  attachment disorders. Courtney’s approach is eclectic, as she finds it crucial to meet client where they currently are, build a relationship and safe environment for clients to process and encourage positive growth. While Courtney is open to work with any age group, her primary populations include adolescents and adults.

Madi O’Malley, LCPC

Madi O’Malley is a Licensed Clinical Professional Counselor having earned her Master’s Degree from Johns Hopkins University with a dual concentration in Clinical Mental Health Counseling and School Counseling.  She primarily uses a person-centered approach while incorporating cognitive behavioral techniques, trauma processing techniques, and dialectical behavioral interventions. Madi is passionate about multicultural and LGBTQ + counseling and works with most populations.  With that, she has experience with providing these various forms of  therapy for all age groups.

Lotoya Jones

Born and raised in Delaware, Lotoya is a wife and a mother of 3 teens and 2 dogs. Serving in ministry and running her own Thirty-One business, Lotoya enjoys making connections and encouraging others. She enjoys reading, spending time outdoors and with family, and singing.

She has always found herself working with youth. Graduating from Sussex Technical High School, Lotoya thought she would forever be a childcare provider. However from there she found herself taking courses in Psychology with a dream of one day becoming a counselor. She has worked as a Patient Servicer Representative for TLC, now Chesapeake Healthcare and PRMC, which is now Tidal Health, of Salisbury, MD. In 2014 she landed a job as a Youth Advocate at Children & Families First of Delaware, where she later became a supervisor in their Therapeutic Group Home in Seaford, DE.

Lotoya is excited to be a part of the team at Worcester Youth & Family Counseling Services, serving the youth and families of Worcester County.

Leslie Dixon

Leslie Dixon is a Snow Hill Alumni, attending Salisbury University as an Early education major for her Bachelor’s. She is experienced with children 6 to 12 years old and certified to teach Pre-k to 3rd grade. Leslie is also CPR and First aid certified.
